The new release has been tested and Oracle gave its stamp of approval for partners to run it with the on-premises Oracle EBS 12.2. According to comments from Oracle admins, the certification of EBS 12.1 is in the final stages of certification.

Important Note: The UTL_FILE_DIR database initialization no longer works in 19c. During the upgrade, you must move your UTL_FILE_DIR parameters to db directory objects. There’s an EBS utility that does this for you and it also manages PL/SQL input/output directories.
